And if they are tied to the copper and you don't have copper, then no fee.
As far as your other dilemna, if UUNET gave the reseller proper lead time and there are alternatives, then it should be no problem.
Sounds to me, after reading a long thread about it, that your problem is with Cyberonic, not UUNET.
