If the crime occurs here, as in the Bank of America, the FBI can issue an arrest warrant and confer with foreign government to either extradite (if there's treaty) or investigate and wait for more information on what's going on in order to try to put a stop to the crime.

The foreign government can also move to shut down an illegal operation and jail the perp.
