Suggestions for bad d/l speeds on resnet ?

Windows XP on a 10.0 Mbps school resnet here.

I never noticed how bad my d/l speed was (especially compared to u/l) since recently.

Here's a list of what I've done so far:

-Closed all resource-intensive apps (anti-virus, AIM, etc.)
-Ran SpyBoy and AdAware
-Ran TCPOptimizer and changed my settings, here is my DSLReports TweakTest result:

Sounds like you have the same problem I do. They throddle you extensivly, cap ports, and packetshap everything. Just be glad you don't have a proxy server! (and if you do i'm sorry in advance)
