Not necessarily, if the infrastructure is not available to support higher speeds it must be built out. Backhauls to POP's may also need upgrades. That can increase cost substantially... ergo...

The cost to provide the service goes down. Has nothing to do with the price.

The headline is misleading as the price has remained static or lowered while people are paying more for more service. Though I guess someone needed something to offset the cries that cable internet costs too much.
