have I been capped?

I go to Ohio University, and my upload speeds are horrible, in my opinion. My download speeds seem to range in the 1000-3000 Kb/s range, but my highest upload speed is 70 Kb/s and my lowest is 29. Just today, I tested with the tool here and found it reported as 2712 Kb down and 29 up.

My question is, am I being capped maybe? How can one tell if one is being capped?

I did that, and they said no, that they don't throttle or cap. However, personal experience leads me to believe otherwise. Performance usually degrades after a while of running p2p's for a while, and today it got so bad that I'm going to quit doing stuff for a few days. That seems to be the best way to get service back to better levels. Hmm..

Might be rolling caps. Last year when I lived on campus going over 4 GB in a week resulted in being moved to a connection that was about as fast as 28.8 dial up.
