China just want more control to censure.

China's government wants more control of the internet to censure the websites that it deems not good to the Communist party.
So by creating their OWN DNS, the government will have total control on the websites.

Probably, but couldn't the ISPs find out that they're not using the default DNS servers, and the user would get into trouble?
