All regular emails are just like regular mail...except they weight nothing. AOL wants to charge those featherlight mass mailers so I am saying that we should tax those AOL which are snail mass mailers. There are really no differences in the costs that AOL would face to accept and deliver mass emails as much as if those were regular emails.

USPS get paid for delivery, and it also cost some money to make them. Emails, on the other hand, cost virtually nothing if they are sent by the millions. Don't try and add on a pay per use method to email that already exists.

This would make email 2 tiered, but would be a simpler solution. I.e. Corporate users, business, use a form of secured/certified mail and pay for it. The rest of us can add in filters.
