How about getting a maximum LATENCY?
Don't care a whole lot about speed. These days a 2Mb connection is plenty, unless live video is involved. What I'd like to see is regulations for maximum latencies to the first backbone hop. -- 'The tighter the RIAA squeezes their grip, the more stars and systems will slip through their fingers.'
