I think NJABL has a dynamic list as well. And the "XBL" part of the Spamhaus 'sbl-xbl.spamhaus.org' list. I am not sure that the "SBL" side deals with open proxies; the Spamhaus site states that it does not.
Also, AFAIK, the Comcasts output SMTP servers used for their residential accounts are not blocked by either SBL, or XBL. SPEWS occasionally catches them; but I don't use SPEWS.
