On a more serious note, though, that sounds like WAY too much for annual operation costs. I'd say operating that kind of network shouldn't cost more than a fifth of that. Sounds like the telecoms are trying to charge the plan out of existence to protect their existing biz model.

Also, why not make it publicly available? Sure, you'd have to impose some limits to make sure 5 guys playing games and streaming video didn't eat all the bandwidth, but you have to do that already anyway--unless you think business users are never going to use the connection for anything but email. :)

Last but not least, this is definitely a step towards replacing cellular networks with data networks.
