Check your "Register expires" value on the line of your PAP2 you have configured with ViaTalk. The default is 3600 [seconds]. If you're behind a NAT router, the router will most likely timeout idle connections well before that (and therefore, you will no longer be registered with the ViaTalk servers and no longer be able to receive calls). When you try to make an outgoing call, the PAP2 will re-register itself when the call is made.

Setting the "Register expires" value to something like 600 should solve your problem (most NAT routers should not time out idle connections in less than 10 minutes, or 600 seconds).
