My guess is the cost of doing business is that the isps hosting them just don't want to deal with the trouble they are bringing to their hosts.
The only way to stop stuff like this is to get into the bot nets and start shutting them down. Until an isp starts to help with this problem by allowing us to help fight then there is no use in even fighting. -- "It's always funny until someone gets hurt......and then it's absolutely friggin' hysterical!"
