What happens if an agency of our own or another country's government goes after these people? What happens if another group tries to thwart spam? They get blown out of the water. This defeat would seem to suggest that the dark side of the internet has the upper hand and there's no obvious way to change that.
That is what happens when organized crime organizations get involved. And in Russia they are so powerful that the state doesn't even go after them. The Russian organized crime groups have businessmen killed when they don't pay extortion over there.
