LOL This is totally incorrect, all cable providers have to adhere to regulation regarding voice. I think you might be refering to VOIP , like Vonage. Cable providers are considered service providers and have to follow the same laws as telco. Mulichannel has a good artice.

I'm pretty sure Comcast is the only Cable co that has both traditional (regulated)and voIP (unregulated) telephone service. . RCN has a handful of spots which are also traditional. VoIP is an unregulated telephone service, it doesnt matter who is providing it.
If its coming over the internet connection it is NOT REGULATED.
If you cannot order phone service from a provider without a broadband connection , it is NOT REGULATED. Comprende? lol | |
