Any system designed by humans can be broken by humans. "They" will still find a way to blast out spam, virus packages, scams, and miscellaneous junk over a new secure platform. It's just another Red Queen race.

I think a new system isn't a bad idea, but it's a long way off and shouldn't be touted as a panacea to all our email problems. We'll still have them.
