"provided ISPs such as Canada's Shaw (see previous discussion here) make exceptions in their packet shaping guidelines to avoid throttling all Bit Torrent traffic." That's the only reason this is a good move. Now ISPs can't say it's piracy as an excuse to block traffic when you try to use bittorrent. And maybe it will give hope to other legitimate bittorrent traffic.
