I agree with TK on this, let me explain. Most mobile carrier rent towers. So they would have to agree on a rental rate, which could take months, years. Then the actually network design and ordering of circuits. 3 yrs minimum

These guys are most likely going to jump on existing towers in place from wireless carries. Most localities require wireless carriers to share their towers which keeps their numbers down.
