Rogers should stick to capping one thing, and not two. If they're going to cap our speeds, then give us unlimited data transfer. If they're going to cap our data transfer, then unlock our modems so that we can download/upload as fast as we like. If they enforce those rules properly, there should be no room for abuse in either of the two cases.
