<description><![CDATA[<A HREF="/useremail/u/1383015"><b>kdillon</b></A> : I have a Conceptronic (C54APRA) ADSL modem router running on a Spanish Jazztel ISP. I should be getting 0.5 Mbs upstream and 3 Mbs downstream. I do get my 0.5 down but achieve an average of 0.5 downstream although it can peak at 3. The downstream problem appears to be that the stream is pulsing its 3 Mbs for a few seconds every 15 seconds, so the average rate is low. The rate is less of a problem than the periods when it stops downloading; this causes a problem with my VOIP service. The upstream data flow appears to be smooth. I have run the tweak tester and it either reports a good service when it hits a good pulse of data or times out if it misses.<br>I have contacted the ISP and modem supplier but have no response from either.<br>Any suggestions would be welcome please?]]></description>
