Let's say Verizon is earning $100 million per year and operate in 20 states.

_If_ the FCC maximum fine remains $1.2 million per state (see »www.isp-planet.com/news/2002/sbc_021011.html)

then Verizon will be fined $24 million for an action that earns them $100 million. . .

The numbers are very rough, but I expect the result to resemble this off the cuff guess.
