There must be something close to the site filtering your IP - this is not uncommon for *.MIL sites (they think your address may be overseas).

What's a traceroute www.npmoc.navy.mil show? ("SSH" is the clue you may be running *nix :-)) I get as far as 18 hops to:

...so the real site may not be responding for tracing. Yet I get to it ok.

I can't access it on my computers, however if I ssh into my cousins computer (who has cablevision) and try to get there from his computer I can, so the site must be running. Why can't I access the site on my DSL connection, but I can get to it from his internet connection?
