This was nothing more that Verizon caught with their hand in the cookie jar after being told "no treats before dinner". In this case, they wanted to keep everyone's bill (about) the same and bank 95% of the reversal of the fee from the gov. And the "crumbs" are left for the people.

I know what they were thinking. They were hoping to get away with it and in the end, the story didnt die.
