Phishing is a huge industry in Eastern Europe, especially Romania. The police certainly try to crack down on it, but it is still very much of a problem. Corruption plays a big part in it as well.
All you'd do by alerting churches, store owners, and so on is having more people beg him for money and try to be his friends.
