Latency in NYC

I'm in Manhattan and am experiencing very slow speeds and very high latency, not a good combination.

dadarkside just pointed out in another thread that a massive fiber cut occurred on Sept 29th somewhere in Ohio. Level3, MCI and other backbone providers are affected.

It appears Level3 has their routers set to drop ICMP ping packets when router CPU is busy. So if you see packet loss on Level3, it's by design and not a problem. Just FYI.
