Filtering of .torrent files?

As of today apparently, just about any attempt at downloading a torrent file at various tracker sites has yielded a Page Cannot Be Displayed message in IE, and either a blank window in Firefox or it actually works. I was able to download a .torrent file for the Fedora distro of Linux in IE though.

As such, is it possible that my school's network is selectively allowing .torrent downloads? If so, I must say that living in residence sucks royally. I can't even sign up for cable internet because the com media department won't let me.

Edit: I can't download anything from SourceForge either, although that in and of itself has been an issue before this one arose.

Well, despite using another connection to download some .torrent files, it looks as though the trackers themselves are being blocked. A brilliant strategy to save their bandwidth, but I can't say it's much of a win for myself and others.

Edit: Perhaps I jumped to conclusions too quickly. It took a while, but seeds that were tallied, yet not connectable are now somewhat connectable. 60kb/s is better than nothing I guess.
