City sells x bandwidth (on line y) for $z to ISP, cableco, telco or whoever.
Any ISP/whoever can plug in the main office and sell you anything for whatever they want to charge. Virtually no regulations required!

To that end once in a state 90% of the residents have two competing broadband options offer at least 1M/1M remove all regulation and let them compete! This should give all the providers an incentive to deploy. |

Re: I agree, let the market sort it out :) I've been thinking a plan like that would be good. The city builds and maintains the infrastructure, but doesn't directly sell it to EUs. Instead they lease it out to ISPs who can compete equally with each other. All infrastructure repairs are handled by the municipality, who treats all companies equally. This could provide real competition. |

 | Some good, some bad. They're being attacked in courts still by Qwest I believe, who doesn't want to have to compete. UTOPIA allows AT&T to offer symmetrical fiber service to customers. I recently read this piece in the Salt Lake City Weekly that has an overview:
