Looks like a fee that is mandated by the state of AL. But what do I know.

See where the bill says for questions, call this number? I'm sure if you call they will explain. The regulatory cost recovery "fee" of $2.97 has been gone for a bit.

This is something different on your bill.

As far as I know, the Alabama Legislature has imposed NO TAX on internet service. Most likely Bellsouth put it back on and is making up another story to cover.

I believe this is part of the standard telecom tax that's levied on all telecom services -- not necessarily just Internet access. Either way, it's been on my bill every month for at least a year. That's as far back as I have copies of my bills. So it's not something new.

There is no "telecom tax", or any other kind of tax on the DSL portion of our DSL bill in California. It is either something that Alabama is doing, or something that Bellsouth is doing.

Right. Each individual state - in this case: Alabama. Note the OP's bill says: "AL - State/Local Tax". I believe many other states have a similar set-up.

That is not the FCC fee. That is the state sales tax.

I have been down at the Alabama Legislature for the last 29 years and they have never passed a specific tax on internet or DSL. I believe this is something that Bellsouth uses to gouge customers and then tries to make them believe that the state is making them charge the tax. It is not a tax in Alabama.
