my personal experience is that throttling affects upload speeds. my download speeds on bt are fine.
sunnyb: how many peers are on the torrent in question? slow download speeds may simply be reflective of too few people on the torrent.
so after playing around with different clients yesterday it appears to me that encryption makes no difference anymore. my friend has suggested that rogers is simply throttling all non-recognized (ftp, http, etc) tcp streams outbound at 15k/s. can anyone else corrobrate that? i think i'm going to try using encrypted ftp today and see if that gets throttled similarly.
