Start Over, available for free to all digital cable subscribers in each market,

Time Warner Cable Inc. has launched the service in three more markets and plans numerous more market rollouts over the next few months.
It doesn't sound like they are going to charge extra for it - at least as a separate billable line item. Of course, it may be included in the every 6 months cable service price increases.
