There was an article on DSLR a week or two ago about Iran limiting all internet in the country to 128k so it wasn't used for "culture shock" or some crap like that.. what you suggested is scarily similar.

France does the same thing with music players, for the player to be sold in the country it has to output no more than 1 milliwatt @ either 16 or 32 ohms, I forget which. It sounds like a good idea, let's keep people from blowing their ears out. But what happens when someone plugs a 500 ohm headphone in? They can't hear a thing at any volume.

Keeping things from moving forward in an attempt to minimize usage of a certain bad application of that technology hurts that technology across the board, for any usage. This is no different.
