You don't have to allow an ActiveX if you don't use Internet Exploiter. Adobe article on the removal of flash player and a link to their Flash Uninstaller.
Used this the first time but would not remove Macromedia Flash 7.
That's why I googled it and used the uninstaller specifically for that version.

Additionally, Flash 6 was vulnerable. I do recall MS releasing a patch in the last set of Windows updates to patch a vulnerability in Flash 6. Thought that had taken care of it. Guess not. After updating Flash in IE to 9 (I use Flash 9 on FF), I was still getting the Flash 6 Vulnerability. Turns out you need to remove the Flash 6 ocx file.
