Usually when private interests push for national legislation, they try to sell it on grounds of consistency. They say it's to replace a "patchwork" of different state laws (they always use the word "patchwork").

But in every case I know of, what it really amounts to is weakening any regulations on what corporations can impose on individuals. That's because of preemption. Preemption means the federal law replaces the state laws on the same subject - even if the state laws are stronger.
