Does Google/uTUbe needs franchise license?

I wonder if all the cities in the US are going after Google/UTube for streaming video, would streaming video provider needs franchise agreement?

The way the telcos want to kill any Net Neutrality, the telcos and cable operators would say yes, UTube should be paying but them instead of gov't. LOL

Google and YouTube are legally qualified a two-way information services.
IPTV is not.
I posted the criteria several times in these threads already.

But they are not using the community's ROW (Rights of Way). Therefore they are not a community cable-tv infastructure, therefore they don't need a cable franchise.

I just want to have a say in whom is digging up my front lawn, that's all. If you dig up my front lawn, I want to have the right to regulate you.

If it's along their existing copper plant they can still rip up your front lawn. The IPTV service requires no specialized physical plant. Just a fast enough connection to the net.

No, their WAN isn't tied into the AT&T IPTV network.
