Because the webpage didn't exist, that's why it didn't give you complete instructions. Sorry about that.

There's a lot ways you COULD do it, but the easiest way is probably to use Windows Live Favorites to get your bookmarks off of the MSN software, then once you have them all in Windows Live Favorites you could import them to IE, or just leave them in the live favorites.
