I don't think it would be HD if it is in 4:3. HD format is 16:9.
What's the deal with some news channels that say it is in HD, yet it is in 4:3 format? upconverted SD?
You mean your local news that are on your locals HD station (ie NBC HD)?? You can have standard definition programming on a high def network. You will just have the black bars on the side. My local monring and evening news is not in HD, but I can still watch it on NBC-HD, it just has the black bars. Tune to ESPN -HD sometime and you will notice some sporets programs with the bars on the side also.
Some news channels are broadcasting in 4:3 HD. There's a noticeable difference when they switch to an upconverted SD clip (usually from out in the field). My guess is that they don't feel like paying to make and broadcast two different versions of their "GUI" (one for 4:3 and another for 16:9)

You can't have a 4:3 HD as the HD format specifically says that to be HD, it must be 16:9
