<description><![CDATA[<A HREF="/useremail/u/1085749"><b>NOCMan</b></A> : If they spent the capital on FTTH their investment will be well protected.  Qwest has more customers that would benefit from fiber vs those barely served by dsl technology.  Also a majority of Quest customers exist in areas that suffer climate extremes that fiber is well off in withstanding.<br><br>With less maint costs and more customers served they would more quickly recoup that investment.
