i hate politics but...

I ran in to a site in Missouri called more net they have no usage / anything policy at least not publically available. I used a proxy to tunnel my work to t4k.org:80... They ran a port scan on t4k.org it, and accused me of chatting just because some certain ports were open. This was on a gov line. Can they do anything without posting any term of service usage? They have nothing on their main site. »www.more.net BTW I was in a government building which I had permission to be in. Nothing ILLEGAL happened. As far as I am concerned except that they decided to port scan my server.

I would worry about someone finding out you were dicking around while in a Gov facility.

Not sure if this is even an issue anymore for you but, that said, let me see if I'm following you correctly.

1 - You accessed a certain website from within a government bldg...would that be State or Federal?

2 - You used a proxy to access the website in question and someone, not sure whom, called you on it and told you that you were "chatting."

3 - You want to know what, if any repercussions there are to getting caught "chatting" on a proxy in a "government" bldg if there aren't any TOS posted anywhere.

Frankly, I'm not sure exactly what the problem is. Were you merely warned or are you being fined or is some other penalty being assessed? Your best bet is to just wait and see exactly what comes of this. If they report you to some law enforcement agency or you get cited something becauase at this point, the only thing you received was a warning.
