The theoretical limit is 1.0M but nobody is ever going to see that sort of upload on DSL and maintain reliability.
We have had absolutely no problems running full 1.0M on the upstream path in this country. Perhaps your telcos just suck?
On the standard ADSL (not 2+ or anything like that) technology?
I wouldn't have said so before a few months ago, but I'm quite tired of my ISP right now.

Correct. Bell in Eastern Canada won't sell anything more than 800 up, but Telus in Western Canada has full 1M up products, or at least did anyway.
