If you're a small business, you're SOL

Large businesses have Disaster Recovery Centers, where all their data and infrastructure is mirrored. They are usually located far away, in another state, or better, another country.

Also, please consider the geography of the area as you are assigning blame. There are very few alternatives to the single route when you consider how cable must be run to get to these communities....coastal commission, national forest/parkland, etc. Add in Caltrans and their "fees" and you have a real mess.

Sorry to say but the only way around this is redundancy and it adds higher cost to infrastructure, something that telecomm companies are not willing to do unless someone pays for it(government).

Fibers are not always underground and we can tell this one is not in a ring. Accidents are going to happen for sure so there should be an alt route to avoid long outages, at least for the voice traffic.
