why in the hell are the fiber lines somewhere where they can burn down? Shouldn't they be underground?

yes, but that wound be inside a metal box, just another case to burry all that aerial plant as you can. desipte the cost. you would think since its happen twice that the cost of repairs both time would outweigh the original cost if they had burried it all orignaly.

Then you have to worry about the fiber being dug up:

Two things.

One: fiber should always be marked but if not thats the persons fault who owns the fiber if they dont mark it.

Second i guess no one knows how to pick up a phone and call to located where you are going to dig there.

Sadly marks disappear, existing marks aren't always accurate, and backhoe operators miss or get sloppy.

I've seen (and repaired) plenty of marked lines that still got hit.

Marks are there to let you know. They can be left or right of the marker by three feet. They are not there for accurate in anyway.

yes and why i think its federal law, that if your digging withing that 18in on both side buffer, it must be hand dug, untill the true location of the utilty is known. and most telephone companies that have fiber burried where someone is digging, have one of their represenatives on site to observe the digging.

If they don't know any digging is occurring, it's hard to know to send a rep.

What about depth?

I've seen lots scrapped to remove several feet of soil and in the process dig up the lines...

Either way, aerial or underground, things happen to utility lines and that was my point.

Just because they are underground doesn't mean they are safe, not even from fire:

in this state, when the local order goes out, at&t is auto notified, and chose to have a subcontractor locate the lines, and if they know based on the locate order they have fiber plant in the area, they will send out a rep. now it cant be prevented if the contractor dosent call in a locate order before digging. they they must pay all the costs involved to restore the damaged utility to pre-damage state. and as to depth, again, you are required to HAND DIG untill depth is known (utilty has be unearthed).

yeah, unless AT&T miss-marks their own conduit.

Had an incident where I work where AT&T was notified, decided to go onsite, and the backhoe STILL managed to clip an 1800 pair cable.

Did I say clip? oh, yeah, when the digger mentioned that he hit a "rock" and all these nice white, paper cables came out of the ground. Turns out AT&T couldn't read their own drawings (it was marked as "foreign", which didn't bother them that they were hitting it). 6 trucks x 2 people + 2 CO techs @ 96 hours to repair that trunk ;P
