The real answer is that on the municipality side it's going to vary. We've done installs with no rent charged to us because SBC wouldn't provide broadband to the town. (Less than a year after we setup camp they decided hey it did make sense). I've also dealt with cities with a wide variety of charges for service.

Private towers can be similiar. In some cases something the owner is doing requires him to have broadband their. In other cases vendors like AMT want 500+ per month.

In your case, approach the church and offer free broadband. How you would approach the power tower and water towers would depend on who owns them. The water tower will be both a better and safer bet but usually that means dealing with town politics.
