Savvis in NYC

I have a friend who has Savvis/NorthPoint DSL in his office.

We tested his speed today, when no one was logged into his network, other than his PC, and DSLREPORTS noted his speed as 150/80.

This doesn't sound like any combination I have heard of, and it should be at least 200. He is paying $149 a month for this ?
