Finding out which phone companIES service an area
I need to set someone up with ISDN. Her POTS provider is American Broadband. Ironically, they do not offer broadband, or even ISDN -- certainly not in her area.
However, she lives in an area where some litigation occurred to make phone service competitive. She's in the unusual situation such that the line entering a property is not monopolized by a single company. The question is, how do I go about finding an ISDN provider that operates in her area? I called SBC, and they said she is out of their service area. It wouldn't be practical for me to call telcos at random until I find one that offers ISDN, and also services her very rural area.
You will need to find the TELCO who is the ILEC (incumbent local exchange carrier) as they are the ones who own the wires. In my experience they are the only ones who can provision an ISDN line. She can use anyone as her ISDN ISP who provides service for her dialing area once her line is installed and activated.

If the OP's friend is in an area served by one of these ILECs, my guess is that she's out of luck.

They are easy to Spot. Im confident that there remain no just ISDN providers.

Do express my hate to any you talk to. The only people i give a break are the telco installers. They just doing their job, see through the BS and most are the best employess they got.
If theres no way out of ISDN at least be a pain in the ass. Its the last you could do. ;
