You can find some further info about it, including a manual work-around, here:

You may want to try clearing your IE cache, and removing any references to it in your Windows/Software Distribution/Downloads folder.
I would say to manually download & install it from a different Microsoft site, but given the age of it, I doubt that's any longer an option.
Maybe also disable, then re-enable Auto Updates.

I had this same issue with a different update. If you go to the Windows Update site through IE there is a location where you can hide updates. If the update is applied but keeps showing up, just set it to be hidden...
If it actually doesn't apply you may need to take a different road...
