Concur.
All the ISP needs to do is throttle connections to/from SecureIX IPs.
All secureix has to do it is change its IPs. If they get overloaded, they can have people pay a small fee ($5 per month per megabit, or $1 per 100 gigs), its a small price to make ur connection usable.
