There are stores that answer the phone in Spanish (yes, there are places around here that do that.) and I will not deal with them. They come out ahead with fines that low.<br><br>If that's all they can do then the franchise agreement is worthless.  Put another zero behind that fine and then we'll start praising it.   This is the same crap the telephone companies tried to get away with back in the early 90's and paid dearly for it once the state utility regulators grew some balls.
