The first hop from you to the first router is the time it takes to travel from your point to wherever Bell routes out from. In our case, you'd route out through Toronto, so the time needed to go from your home to Toronto would be the latency. Generally 10ms is a decent hop count to the first hop. One thing to consider is that it isn't the first hop that matters but rather the last one as a "ping" is the last hop count that really matters.
If there's a difference between TekSavvy and Bell on your first hop, it would be very small and in either direction. The only thing that would improve your hop count to the first hop would be your DSL speed. The faster your profile the faster the first hop will be to get to the initial router.
