I noticed that too. Who's marking the lines for Verizon? Sounds like whoever that is needs better records or equipment.

The mayor of the town I work in recently stopped my my work to talk about a variety of upcoming construction projects that would have an affect in the area. One of the things he commented on was an ongoing project to completely upgrade and separate storm and sewage sewer lines. He said that in many cases, they had to refer back to a several decade old notebook they just happened to stumble on in the archives to determine the location of old sewer lines. Other then that book, there was no maps or anything. And the book was even cryptic as it was the notes book a previous city engineer kept everything in.

My point is in some areas, the company in charge of coming out and marking lines isn't at fault because the actual utility owner kept bad records.

I would imagine that the type of infrastructure upgrade has a lot to do with the number of "hits" the contractor does. I'm 28 years old and in my relatively short life, I have never seen a major infrastructure upgrade where a complete neighborhood has been required for cable tv, telephone, cable, etc with the exception of fiber. This isn't just about stringing up new wires on a telephone line or burying a new trunk, it's going into each and every neighborhood in a city or town and laying miles of fiber everywhere. You are going to have a lot of criss-crossing of wires and pipes and whatnot, and issues like this are bound to happen, especially if the existing infrastructure isn't marked off.
