I had the exact same problems with my Motorola 4100. Now I'm using the Motorola 5120. So, I doubt that it is the Modem. I also changed Routers, I tried 3 different ones. I know that the downstream is maxing out, which might be the problem. I just don't know how to solve that.
One of this days i would like to get the phone service from Atlantic but right now I don't feel comfortable with the error messages showing up in the modem.
