Its obvious that they are not doing it to save money - they are doing it to make money. As others have pointed out, there is no way someone will burn through $2 in electricity charging a laptop between flights. They would have a hard time burning through a nickel.
Simple solution... add 2 cents to the cost of the ticket to cover the electricity... and turn a profit on it.
